The above doesn't work. I figured out that
- We don't need udev
- xserver-xorg-input-evdev does its job by

The entries of "Name" and "Phys" can be triggerd by 
# cat /proc/bus/input/devices
Option      "Phys" "usb-*/input0" should be allways ok, though

I attached my xorg.conf FYI.

Let me know whether it works... ;)

PS: If you want iceweasel doing hor scroll call the URL:
about:config

and set
mousewheel.horizscroll.withnokey.action = 0
mousewheel.horizscroll.withnokey.numlines = 1
mousewheel.horizscroll.withnokey.sysnumlines = true
