I know this sounds too obvious but are you sure your local user account
 is loading bash?

try export $PATH= whatever your path is
then echo $PATH

create another user account and if its path is correct try removing your
bash files and copying over the
skel ones if you dont know where they are just copy the ones over from the
others user account .

i had a similar problem once but i cant remember how i solved it i havnt
used linux in a couple years sorry
but i wish you luck :)
