Talking about Apple hardware here, I doubt the information is out 'in the
open'. Unless you count Darwin sources, or similar obscure locations
(I've not looked there, mind you).

I'd guess the regulation is being done by the PMU without OS intervention
by default. What temperature do you have in /proc/cpuinfo ??
