.htaccess oddity

hi--

i have been using an 8100 as a server for a few weeks now, and am interested
in setting up security realms....

i have created the necessary 'users' file with a valid user and password, as
well as added the '.htaccess' file to the folders in question.

the problem is that- the '.htaccess' file is doing its job in various user's
folders... however when i put a dupelicate '.htaccess' file in any part of
the root html directory structure (in this case /home/httpd/), there is no
prompt for user authentication.

am i missing something?
