Let me add two things to this thread.
If you want to build anything, you should have build-essential
installed, which depends on libc6-dev. In particular, packages don't
build-depend on packages covered by build-essential.
And then, gcc recommends libc-dev, so if you had used a frontend like
aptitude or dselect to install it you'd have gotten libc6-dev for free.
