You have to unlock the keycodes first. Snippet from my /etc/sysctl.conf:

dev/mac_hid/keyboard_lock_keycodes = 0
dev/mac_hid/keyboard_sends_linux_keycodes = 1
dev/mac_hid/keyboard_lock_keycodes = 1
