Nevermind then, this is what Ethan was talking about.  The part you were
quoting before was about PReP boxes which currently don't run hwclock,
but really should.

If there's a problem with /dev/rtc on PPC, and CONFIG_PPC_RTC=y and
CONFIG_RTC=n, there's a problem elsewhere (firmware or in the driver)
and either way it's _not_ util-linux's problem.
