Probably you can try to create a character device by
mknod /dev/input/mice c 13 63
Don't know if it works here as it did before the "new-input-layer",
but you could try. (Probably you will wait a couple of hours if
somebody with more experience blames/corrects my idea ;-) ).
In general you should inform us if your mouse works on console, which
I can't imagine if you lack /dev/input/mice, and therefore you can't
solve this by configuring XFree86.

If you have /dev/input/mice, you should configure your mouse with
gpmconfig so that it works on console. This is where you have to
change mouse type to IMPS/2 and protocol to raw ...
(BTW you need the correct USB-config in the kernel which should be no
problem with a _standard_ -kernel).
