I tried a couple of things, and got happy results!

I built my own Window Maker packages, in case there were some
obvious build errors.  There weren't.

I installed those packages, and when I logged out and logged back
in, I saw some noise with the icons and at the bottoms of title
bars.  The icons that were noisy were both PNG and TIFF format, so
that blew the idea that there might be something going on with one
graphics library.

Then I wondered if there could be a problem with the color depth.
I have a (maybe weird) setup where I run fbset to set the color
depth of all the virtual consoles to 8, and the size to 1024x768
(giving me larger fonts, correct colors, and a visible cursor).  I
then use openvt to run fbset on just vt7, setting it to 24-bit
color and 1152x864 resolution.

First I tried resetting the color depth of vt7 to 8, and restarted
gdm.  No noise.  Then I tried setting it back to 16 bits,
restarted gdm again, and again saw no noise.

So I recommend quitting X altogether and restarting it.  I don't
know if that will fix the problem for you, but it might.
