It's a bug not a feature ;P obviously the default should be the old behavior
if keyboard_sends_linux_keycodes isn't there, we do want backwards
compatibility in the Xserver and i don't think that anyone disagrees with
that.

Note also that the old behavior wasn't perfect, we have archs that were
using the at keycodes before the input layer so we just can't assume
adb if keyboard_sends_linux_keycodes isn't there :(
