tzconfig says awk is not posix compatible

Ok, so my timezone didn't get setup since I had to configure my system by
hand, but I don't follow why tzselect says awk is not posix.  Is a
different version used on the boot/install floppies?  The failure is

Setting up timezones (2.0.100-2) ...
You don't have a default time zone
Running /usr/sbin/tzconfig...
/usr/bin/tzselect: Sorry, your `awk' program is not Posix compatible.
Your default time zone is .
Run /usr/sbin/tzconfig to change it
cp: /usr/share/zoneinfo/: omitting directory
dpkg: error processing timezones (--configure):
 subprocess post-installation script returned error exit status 1
