"function not implemented" when changing uid/gid



I have installed an old base.tgz I got from ftp.infodrom.north.de on
my BeBox now. That one uses an old glibc and works fine so far. I got
an old gcc from the same site and was able to compile ld.so. I then
installed the same system on another partition and made a chroot
there.

I then installed the ldso and the libc6 from debian on the chroot
enviroment. All old programms then stoped working because of
incompatibilities. Using dpkg --root on the real system I was able to
install further base packages so that ls, tar, chmod, dpkg and so on
are working again. The chroot enviroment now has pretty much
everything from base installed.

Now the problem:

tar and ln (and some other prog dpkg uses) complain that they can't
change the uid and gid of programms, because "function not
implemented".

chown root.root <file> works fine.

I'm using a 2.0.32 Kernel.

Could it be the fault of the kernel and if so, where do I get a newer
one?
