Mh… for now I put ENCRYPT=no into /etc/popularity-contest.conf.

Hrm, I hope not, especially as even GnuPG upstream admits that
gpg2 is not a full replacement for gnupg (gpg 1.x)… and who knows
what software has hardcoded calls to gpg2…

(gnutls can also be used, but if you are compiling lynx for your own use,
there is no reason to consider using that package)
