What is the time in /etc/cron.d/popularity-contest ?
(something like 33 5 * * *)

Does it work better if you change it to some other time ?
What cron ae you using

This is to avoid sending the email twice. The problem is that there is
no way to know if the email was received.

The script is normally called by /etc/cron.d/popularity-contest with
--crond.
