First, I like to apologize for the long delay when dealing with this issue.
I agree with most of your conclusions.

I have implemented support in popanal.py for generating sub results for
arbitrary popcon version.
The result for today is at
<http://popcon.debian.org/all-popcon-results.stable.gz>
This is for popcon release 1.49
Please check if you can.
Now I need to improve popcon.pl and popcon-stat.pl to generate the "stable"
version of the website. This will an occasion to improve the design of the
front page (Most users do not know there are other pages anyway).
