This is theory. Practice is that I have a lot of machines in that state.
http will never work with such machines whatever step I could take, while 
smtp can be made to work easily (installing exim4 is trivial).
Meanwhile we can hope that gluck get upgraded to sarge and exim
reconfigured to not check sender adress of email sent to popcon.d.o,
which is the major cause of problem currently.

If you want theory, there are also machines with a smtp server using a
smarthost behind a firewall that block http traffic without a proxy.
