These are the licence texts themselves.

Strictly speaking, this defeats the purpose of the DEP5 format and also makes it clear that the Policy is not followed.

I have no idea who holds the copyright
to the licenses themselves and what the License on the license is....

Yet the Policy 2.3 requires you to know and specify this.
We just normally ignore this.
