Bug#1110017: debian-policy: Priority should no longer be `recommended`

Package: debian-policy
Severity: minor
X-Debbugs-Cc: niels@thykier.net

Hi

The `dpkg` tooling in (soon-to-be-)stable will now default the `Priority` field to the value `optional` if omitted, which is the most likely value for a package.

Therefore, I think would make sense for 5.2 to remove the `(recommended)` marker next to the `Priority` fields (for both stanza types) in the first release of Policy after the `trixie` release.

Additionally, 2.5 might need some tweaking to mention the default. I think that section is right to say all packages must have the field (because the `deb` must have it), but we should make it clear that `debian/control` does not need it.

Best regards,
Niels
