Per lists.debian.org/<821041fd-b980-4506-a35a-b9826fe04500@thykier.net>,dpkg will now flip the default for `Rules-Requires-Root` to `no` (thatis, it will no longer be conditional on the dpkg-build-api level).


Related, #1087626 will soon become RC.
