Bug#685506: debian-policy: Please add field Files-Excluded to machine readable copyright files definition

That's true for the introductory sentense.  Its not really fair to cut
the real point

+        to document the removal of these files from the original upstream
+        source. This allows others to understand or audit how the source
+        distribution in Debian is derived from the upstream source.

which should be mentioned in policy.

Did we ever promised this? 

I personally would rather think that excluding files from the upstream
source is a pretty good reason to make DEP5 mandatory *for these cases*.
Besides a sensible way of documentation it saves maintainer time to
simply use uscan to obtain a proper tarball.
