Bug#948115: Revise init script Policy based on GR result

If folks working on future support for init scripts thinks that's a good
idea, it sounds good to me.  But we should move that proposal to a
separate bug, since it's a bit far afield of this specific change.

Please file a separate bug against debian-policy if you think this is a
good idea so that we can track it.  Thanks!
