I am no expert, but to me this is a simple oversight in the Debian
Policy caused by source-only uploads being popularised only fairly
recently. It is not worthy of an "RC in all but name" bug against a
package that appears to be doing the right thing in a new situation:
there are no binaries, so a Binary field would be wrong.
That is all to say, I do not understand how this is a bug in dpkg
and/or how it could be fixed here. I further hope that readers of this
bug are not predisposed to see the filing of this bug as being, how
can I put it, unfriendly.
