Hi,

I discovered a link to the debian-policy in
section 7.4 (Dealing with inactive and/or unreachable maintainers) that
still point to the index page and tries to get to to correct section,
via URI fragment. I changed that link to point to the correct sub page.

I also searched for other links to the policy that are broken in the
same way and didn't find any.

Subject: [PATCH] beyond-pkging: fix dead links to policy

beyond-pking had a link to the policy index page, this updates
the link to find it's destination again.
I also checked all other links to the policy, but this one was the only
dead one.
