Thanks for bringing that up, Simon.
I share your concern and agree with your conclusion.

As an example, I explicitly decided to keep the name
NetworkManager.service in the network-manager package.
I did create an alias/symlink network-manager.service and ship that in
the package, to shadow/mask the SysV init script. I deliberately did not
rename the upstream provided .service file.

I don't think we should consider it a bug if .service files that are
provided by upstream don't match the name of the debian package and I
would recommend to keep those names.
