Bug#941198: please postpone until after the GR

I'm afraid I fail to see how this bug interacts with the current GR at
all.  It seems to me that it could interact with the current GR only if
the current GR was about changing the default init system, but no-one is
proposing anything like that.

How do you think this bug is prejudicial to advocates of alternative
init systems?

At any rate, we're unlikely to do a normative Policy release before
voting is done because we usually wait until we have more than two
normative changes waiting on our 'next' branch before doing that.
