Bug#688481: [copyright-format] Clarify that trailing slashes in directory names are invalid.

Hello.

This suggestion has been delayed for 5 years because it seemed wrong
to change copyright-format without bumping its version.

However, according to the debian-policy history, more intrusive
wording changes have been applied meanwhile.

Please consider again the attached diff.
