Alas, I thought I checked. Somehow I thought policy doesn't have
translation. Wrong!!! (I already had its git checkout here.)
Although it is a bit complicated Makefile, this gives me a good start.
This lacks language selection support, though. Also, www.debian.org
only publishes English page now. That's something to be improved.
