I'm not sure if developers-reference mentions if files like
/usr/share/doc/mutt/manual.txt.gz should have their backspaces and
perhaps also %B7 formatting characters stripped, like
/usr/share/doc/exim4-base/spec.txt.gz or not.
The user can thus e.g., zgrep without col(1).
Also as (in these cases at least) there is HTML available, there is
even less need to make plain text less plain.
On the other hand, e.g., in
/etc/Muttrc one sees that the file is used to
# Show documentation when pressing F1
so perhaps never mind.

In Europe there are people prosecuted by courts because they saved other people
from drowning in the  Mediterranean Sea.  That is almost as absurd  as if there
were people being prosecuted because they saved people from drowning in the sea.
