Generally, it should be preferred to clone a bug to the tech ctte so
that it stays visible with the package itself.

I therefore suggest re-wording the second paragraph of bullet (2) in
chapter 5.8.3 so that it second part will say:

    If the situation is unacceptable, you (or the submitter) may want
    to require a decision of the technical committee by cloning the
    bug and reassigning the clone to tech-ctte. Before doing so,
    please read the recommended procedure.

i'm closing this bug report because the wording has been improved
compared to when this bug was filed. It now says:

if this situation is

role="package">tech-ctte</systemitem> (you may use the clone command of the BTS
if you wish to keep it reported against your package).  Before doing so, please
read the <ulink url="&url-tech-ctte;">recommended
procedure</ulink>.

which IMO is as good as it is. It also explicitly points to
http://www.debian.org/devel/tech-ctte for detailed information.
