All packages in the returned list (below) which
touch /var/run/reboot-required in their maintainer
scripts do so in postinst after successful
configuration.

dbus
gnome-shell
unattended-upgrades (for the kernel)


Other packages (e.g. kubernetes,
cloud-init) touch /var/run/reboot-required.
(Kubernetes updates /var/run/reboot-required.pkgs.)
Many clearly look to the existence of
/var/run/reboot-required to notify the user
of a required reboot.
