Thanks for your attention but I think you may have misunderstood.

Those files you mention are *inside* the source package.  I expect
lots of source packages have that kind of thing going on and getting
rid of it would be impossible even if it were desirable. [1]

The files I am talking about in this bug are the parts *of* the source
package, which must sometimes be transferred through ... other means.
Email attachments (sometimes perforce through awful email systems), cd
images, usb sticks, gatweway machines running weird stuff, filesharing
systems, the laptop of someone next to you at a conference.

I agree with this but I don't think it quite addresses my point ?

[1] Indeed dgit itself has both Debian/ and debian/ subdirectories.
