Bug#908890: developers-reference: As alioth is gone, replace references to Salsa

I found during the translation to German that there are a few references
to alioth, but at this service is no longer, those references needs
updating.

Please note that this MR needs reviewing, language and contentwise.
For example I'm not sure if section 4.12 should be deleted completly or
(like in the MR) described as past service…
