Could you explain why you think this is needed, please?  What problems
could be caused by a package being listed in more than one field, and
what problems could be caused by forbidding that?

Semantically, it seems we should allow things like this:

    Depends: foo (>= 2)
    Recommends: foo (>= 3)

but I don't yet see why Policy needs to say anything about it.
