Right.  Sorry, I had a bad reaction to "I think the following change
has consensus now".  Normally the process is more like: discussion ->
outline suggestions -> proposals -> refinement -> consensus.  By
definition a proposal only just posted cannot have consensus.  I hope
this is clear.

I'm afraid I'm not in a position to answer your technical points now
because I'm travelling.
