Is not I: (info) even lower priority than W: (warning) ?
I do not think it is displayed by default:
from lintian(1):

       -I, --display-info
           Display informational ("I:") tags as well.  They are
normally suppressed.

I believe you've misunderstood - Ian is suggesting *raising* the level of the tag, not lowering it.
