Bug#459427: Patch seeking seconds on changelog vs. NEWS handling

I see what you are trying to do, but there are two immediate
difficulties:

- Debian itself uses the term 'changelog' in a non-standard way -- the
  way that dev-ref says we are meant to use debian/changelog makes it
  sound like release notes.

  This is the main reason I avoided saying what release notes and
  changelogs are throughout this bug.

- there are numerous claims in your text on which we could not establish
  consensus; for example:

>   Code changelogs are not very useful without the source code.  They
>   should not normally be installed in the binary package unless this
>   is required by the package's licence.

In any case, this bug (#459427) is closed, so if you want to work on
this, you should file a new bug.
