Along these lines, it might be helpful for people with an interest in
pushing this forward to convert some d/copyright files to their proposed
syntax, as concrete examples of what they're proposing. The ftp team
might also find it easier to approve or reject proposals when looking at
a concrete example?
Having redone its copyright file recently, I can suggest mutter as a
potential test case for this that is non-trivial, but not so verbose
as to be opaque: it has a mixture of various GPL-, LGPL- and BSD-based
licenses, including GPL-2+ with the Autoconf exception.
adwaita-icon-theme is a more pathological example with many Creative
Commons licenses, including at least one that is considered to be
non-Free (but is included in a triple-license with a Free option).
