Bug#904412: debian-policy: HTML: add secondary anchors for section numbers

It would be nice to have secondary anchors for section numbers so that
I could just add #10.4 or #s10.1 (for example) to my browser URL to jump to the right section when someone references a particular Policy section on IRC or elsewhere. These could be like this:
