There are two different situations:
-- Given one upstream tarball and a Debian tarball, check you can
regenerate the Debian tarball (so it has not been doctored)
-- Given a new upstream tarball, generate a corresponding Debian tarball.
Unfortunately, it is not always possible to write a script that will
correctly anticipate the changes needed for a new upstream version.
Doubly so for Files-excluded stanzas. In that case README.source can
be useful.
