Okay, I must have missed this discussion.  Can you point me to the
thread (on debian-devel?) related to this?

LGTM, though I would have been satisfied with something even more brief,
such as

  If there are technical reasons why it is unfeasible or impractical to
  have two versions of a library co-installable, an exception may be
  granted by consensus on the debian-devel mailing list.
