This information cannot be deducted reliably from debian/changelog
How do you express "X is no longer a member of the team maintaining
package foo" in a way that all tooling understands it?
There is also the opposite problem of team members in Uploaders: who are
actively working on the package in the git repository, but only one team
member does the actual uploads.
If you still can't see insurmountable tooling issues, please try to
write such a tool. As testcase, try to find the active members of
the Debian Lintian Maintainers from the lintian debian/changelog
