Bug#877674: [debian-policy] update links to the pdf and other formats of the documentation

Currently we provide the Debian Policy manual in epub, txt and pdf formats.
The attached patch provides working links to pdf and txt versions, removes the
link to old html.tar.gz version (not provided currently) and also adds a link to
the epub version.
