That can be found out by recursing until you find a non-MIA individual
who has uploaded since the previous stable release, or something like
that.

In practice, Uploaders often only includes people who have ever uploaded
the package, not everyone who is on (or still on) the team. I you'll
have better luck with a who-uploads equivalent.

So just file an an Intent-To-Orphan bug. [This why I suggested to file
the bug against the package, and not against wnpp.]
