Many pre-removal scripts (eg. tinyproxy) for daemons in /etc/init.d fail
when the daemon isn't running, because /etc/init.d/* stop fails when it
cannot stop a process that is not running.

Suggest different return code for `cannot stop' errors that dpkg will
ignores.

Packages are now required to use invoke-rc.d, which always exits zero if
the service is not running.
