Bug#865713: less: Prints UTF-8 Byte order mark

The "less" upstream maintainer, Mark Nudelman, has just emailed me
saying that he believes he has fixed this bug in less version 504,
just released. See

Russ: if this upstream release is uploaded to Debian, would you be
amenable to starting Debian UTF-8 documents with the UTF-8 signature?
Then they would appear correctly in web browsers no matter what
Content or Meta tags say.
This same issue applies to other Debian documents of course (such as
the txt versions of maint-guide).
