My guess is that the ftp-masters would run an SQL statement like
    UPDATE packages SET priority='optional' WHERE priority='extra';
in the database behind dak just once (or something similar with the
same effect). Filing individual bugs and fixing them separately on
the archive side doesn't sound very efficient to me.
