We should probably open a bug for this since it's not entirely obvious
what to do here. I can think of three options:
* Ask debian-www to publish the HTML version of that file as well.
* Change the link to point to the wiki version of the file.
* Convert the process doc to DocBook so that we can make it an appendix.
I'm kind of leaning towards the last, honestly.
