Bug#859649: debian-policy: Please add CC0-1.0 to common-licenses

Please add the Creative Commons CC0 1.0 Universal license (CC0-1.0) to
common-licenses.

As far as I can tell, CC0-1.0 is by far the most common license used
for appstream metadata (although this is often not documented in
debian/copyright).

I am aware of bug 795402 (Add Creative Commons license texts) but I
believe this request is a lot simpler than that one because it looks
to me like there is only one version of this license.
