If you want to discuss this issue, then yes.

A bug against Debian policy is not the right platform to discuss new features
or changes to existing functionality. Things get documented in Debian policy
*after* it has been agreed upon how we want them to work on other mailing
lists, IRC and/or real life. Then, the debian policy bts can be used to find
the right wording to express all this properly in natural language. Usually
discussions about project-wide features like this would happen on debian-devel@
but other lists are also possible. At maximum, I'd discuss changes like this in
a bug against dpkg, for example.

Also note, that I don't seem to be able to send you email directly because:
