Bug#820197: spelling correction (git) diff to debian-policy (3.9.7.0)

Package: debian-policy
Version: 3.9.7.0
Severity: minor

Hello all,

Attached, please find a diff to against dbnpolicy/policy [0] to fix
minor spelling issues in policy.sgml, part of the docment Debian
Policy (3.9.7.0) dated 2016-02-01.

I noticed the first while reading the document, cloned the source
repository and found the other two incorrect spellings of the word
'dependent'.
